Armenian-Russian Agreement* – 2 December, 1920

On 2 December 1920 Comrade Legran, plenipotentiary representative of the Russian Socialist Federative Soviet Republic, authorized by the Central Committee of the Russian Communist Party, on behalf of the Government of Soviet Russia the one side, and comrades Dro and Terteryan on behalf of the Government of the Republic of Armenia on the other side, have signed the following agreement:

  1. Armenia is proclaimed an independent socialist soviet republic.
  2. Pending the convening of the congress of soviets of Armenia, the temporary Military Revolutionary Committee is formed, to which passes the entire administrative order in Armenia.
  3. The Russian Soviet Government recognizes as entering into the indisputable territories of the Socialist Soviet Republic of Armenia: the Yerevan guberniia with all its uezds, a part of the Kars oblast which militarily will secure the railroad from the station of Jajur to the station of Araxes, the Zangezur uezd in the Elizavetopol guberniia and in the same guberniia a part of the Kazakh uezd which was included in the boundaries in accordance with the agreement of August 10, and that part of the Tiflis guberniia which was under Armenian jurisdiction up to 23 October 1920.
  4. The command of the Armenian army will not be held responsible for those actions that had taken place in the ranks up to the proclamation of Soviet rule in Armenia.
  5. Members of the party Dashnaktsutyun and of other socialist parties in Armenia will not be subjected to any repression for their belonging to these parties.
  6. Into the structure of the Military Revolutionary Committee enter: five members appointed by the Communist Party, and two members from the group of left Dashnakists, [appointed] in agreement with the Communist Party.
  7. The Government of Soviet Russia will take immediate measures to concentrate the military forces needed to defend the independence of the Socialist Soviet Republic of Armenia.
  8. After the signing of this agreement, the Government of the Republic of Armenia will withdraw from power. Provisionally, until the arrival of the Revkom, all power is transferred to the military command, headed by comrade Dro. On behalf of the R. S. F. S. R. comrade Silin is appointed commissar attached to the military command of Armenia.
